On March 1952, Ministry of Union Culture was established. On 15 March 1972, its new name Ministry of Culture was given comprising with the Office of the Minister for Culture, Department of Fine Arts, Department of Archaeology, Department of Cultural Institute and Department of Historical Research.
The Department of Historical Research, was transferred to the Ministry of Education on 27 Dec 1984, and the Department of Archaeology was transferred to the Ministry of Planning and Finance on 3 March 1987. The Department of Archaeology has been transferred back to the Ministry of Culture on 16 March 1992 and also the Department of Historical Research has been transferred back to Ministry of Culture on 19 February 2007. On 9 February 2007, the Department of Archaeology, National Museum and library was renamed in combination of Department of Archaeology and Department of Cultural Institute.

The Ministry of Culture is situated at Office No.35, Nay Pyi Taw.
Department of Archaeology, and Department of Cultural Institute were merged in February 2007 and officially named to Department of Archaeology, National Museum and Library. At present , the Department is taking charge of preservation, restoration and presentation of Myanmar cultural heritage including tangible and intangible cultural heritage and studying the culture and customs of the nationalities.
On 2 February 2007 Universities Historical Research Centre was transferred to the Ministry of Culture and renamed as Department of Historical Research.
The University of Culture (Yangon)was opened on 24 September 1993 at No.131, Kaba Aye Pagoda Road, Kanbawza Building, Bahan Township and on 18 September 1996, it was moved to Aung Zeya Road, 26th Ward, South Dagon Myothit. According to the cabinet approval (40/2007), the University of Culture (Yangon) was changed to the National University of Arts and Culture (Yangon) in 2007.
The University of Culture (Mandalay) was opened in November, 2001 at the Shwesaryan pagoda Road, Ohn Chaw Village, Patheingyi Township, Mandalay Division. According to the cabinet approval (40/2007), the University of Culture (Mandalay) was changed to the National University of Arts and Culture (Mandalay) in 2007.
To fulfill the social objectives of Myanmar by uplifting the moral and morality of the entire nation, national prestige and integrity and preservation and safeguarding of cultural heritage and national character, and dynamism of patriotic spirit.
Mission
To love and cherish the country and the people by taking pride on own good traditions as well as by preserving, exposing and propagating Myanmar cultural heritage throughout the lengthy history of Myanmar and good traditions and customs.
To implement
the above mentioned policy, the following work programmes
have been laid down and being carried out
To preserve the cultural heritage
of Myanmar with a view to the emergence and prevalence of
Myanmar Style and Culture.
To produce works of fine arts which support the progress
of the state and the public.
To enable the artists and artistes
that works of the fine arts are not for entertainment only,
but to promote knowledge ; to eliminate the idea that a "work
of art is for the sake of both the artists and the public".
To educate the public to be
fully imbued with the prevalent ideas.
To help develop the unity,
nationalistic spirit and patriotism among the people.
To help the elimination of decadent culture.
To support the promotion of the morale and morality
of the public.
To help develop the union spirit in exposing
culture.
To make endeavours in promoting the development
and standard of culture.
